"There is no historical precedent for the re-opening of a property such as One Liberty Plaza," a Brookfield statement says. "We have been working with all necessary city departments to ensure we could open the property and believe we have achieved all conditions."
While it has scrapped the hoopla for good, a Brookfield spokesperson says the seal of approval from the city is forthcoming and tenants should be allowed to reoccupy the building this week. The company says all repairs and tests have been concluded, but that "in our exuberance to get one Liberty Plaza open," coordination efforts with the city were insufficient to get the final papers signed in time for today's planned festivities.
