* House Bill 1006 that will require about one-third of Colorado counties and some cities to craft land-use plans. Many of the large municipalities already have such plans. The new legislation doesn't require them to be enforced, leaving some critics to say it lacks teeth.
* House Bill 1020 crates a formal process for mediations between local government. The hope is that conflicts will be resolved more quickly.
* House Bill 1001 ''fattens'' the land requirement when cities make ''flagpole annexations,'' the process where cities annex small strips of land to capture commercial developments for their sales tax revenues. Under the new law, landowners adjacent to the flagpole plan can request to be annexed, making it more expensive to do so.
* Senate Bill 15 gives some authority to counties and cities to charge impact fees for capital facilities.
The regular legislative sessions begins in January and growth issues are again expected to be tackled.
