Costa competed against three other finalists and is now finalizing negotiations with the State of Oregon and city officials. The site, with views of Mount Hood, is one of the last large undeveloped parcels located within the Urban Growth Boundary in the greater Portland metropolitan area.

Costa gives much of the credit for the winning bid to its team of consultants. They include: Fletcher Farr Ayotte, Iverson Associates, Walker Macy, Alpha Engineering, Brian McCarl and Associates, Market Perspectives, Trammel Crow Residential, Ragsdale Koch Associates, CTS Engineers, GRI Geotechnical and Environmental Consultants, and The Leo Company.

"We envision a European-inspired hillside community that we believe will be the next generation of good urban development," said Rudy A. Kadlub, Chief Executive Officer for Costa Pacific Homes. "We named it 'Villebois,' which means 'village near the woods.' The community will be pedestrian-friendly, feature a village center and mix of housing types with traditional architecture, and will offer easy multi-modal transportation connections."

Adds Wilsonville Mayor Charlotte Lehan, "This project will be a model for Oregon and the nation. Its success will largely depend on strong public-private partnerships, which is one reason why Costa Pacific was chosen. We're confident that what they will create here out of an old mental hospital will be nothing short of spectacular."

The hospital is located West of Interstate 5 and Graham's Ferry Road. Planned is a minimum of 2,300 units of mixed housing along with retail, commercial and institutional development, including possibly a school. Parks and other open space also are planned.

Costa Pacific Homes is most widely known for co-developing Orenco Station, an award-winning nationally recognized new urban transit-oriented community located in Hillsboro. Other projects include The Parks at Broken Top, The Bluffs in the Old Mill District in Bend, OR, and the future development of 400 acres in North Plains.
