As part of the project's first phase, McCarthy will perform interior and roof demolition, seismic and structural repairs of the roof structure, and provide a new, built-up roofing system. Upon completion, the facility will feature therapeutic daycare classrooms, staff offices, support areas, respite care, and parent resource rooms. Extensive use of natural daylight has been incorporated into the new design through skylights and large exterior windows onto the street. A parking lot will be converted into a large outdoor play area.

The Relief Nursery is a private, non-profit organization that offers free support services to families in need. This project is believed to be Portland's first comprehensive child abuse prevention center. The nursery currently is serving 36 children aged birth to three and their families at a temporary location in North Portland. Another 22 young children and their families are being served via the nursery's home visit program.
