"In the wake of the state's landmark property tax reform package, we can expect to see a rising number of disputes over valuations," Kroupa says. "Communities will feel tremendous pressure to increase commercial property values in order to maximize taxrevenues."

Kroupa says she expects her team to represent a wide variety of property owners onvaluations of malls, apartment buildings, business campuses and other high-value developments.

Phil Garon, chairman of Faegre & Benson, says Kroupa is one of the "foremost federal and state tax authorities in Minnesota." Her addition gives his firm "critical mass" on property tax-related issues, he says.

Kroupa served on the Minnesota Tax Court from 1995 to this year, including as chief judge from 1998 to 2001. She is past chair of the Hennepin County Bar Tax Section and has served on several subcommittees of the Tax Section of the American Bar Association. She received the Distinguished Service Award from the Minnesota State Bar Association Tax Section this year.
