LONDON-Government proposals for the largest overhaul of the planning system in 50 years will be published by the end of year, but legislation could be delayed for a year or more, planning minister Lord Falconer told the British Council of Shopping Centres conference in Birmingham.

Lord Falconer told delegates the Government intends to streamline planning by speeding up the system and removing inconsistency over decisions. Falconer refused to be drawn on the specific content of the Green paper but he did not rule out delegating the planning function from local authorities to private consultants, or revising the Use Class Order. And he told GlobeSt.com that he would not hesitate to use new powers to ensure that local councils met deadlines for processing planning applications.
