One building will be constructed across from the community college in Virginia and the second off Highway 135 in Aurora, according to the health plan.
Until the new buildings are ready, Blue Cross will use space at the Virginia Secondary School.
Construction on the Virginia facility will begin this month, while details are yet to be finalized on the Aurora site.
The expansion will bring about 200 new jobs to an area of Minnesota that's trying to ease its dependence on the taconite ore and timber industries for employment.
