Andy Patel, a San Diego developer, has proposed a building in the development on La Terraza Boulevard near Valley Parkway. He has requested that the city defer development fees if he purchases the parcels and builds the project. The council is set to consider the request at its meeting today.

City officials have been trying to lure a hotel to the location for more than a decade. Solomon Levy has had trouble financing a Hilton Garden Inn and wants to terminate with the city.

Patel has been trying to negotiate a deal to buy the property from Levy. But both sides have said the deal is dead.

If the council approves the deferral, the money would be reimbursed from hotel taxes generated by the Hilton Garden Inn. The council unanimously approved a similar deal in 1998 for Levy.
