The commission and city council have approved the concept for the three-story, 118-apartment complex as part of the southeast corner of the Woodbridge Estates mixed-use development.
Presbyterian Villages will manage the facility.
Financing would be through the Michigan State Housing Development Authority and the Department of Housing and Urban Development's HOPE 6 program. An independent licensed home health agency, rather than the owners, will provide health care services.
Construction is anticipated to begin in the fall of 2002 and end one year later.
Residents are expected to be between 62 and 75 years old.
The matter was taken under advisement.
