Boston Properties completed construction of Democracy Center's first of three buildings, a nine-story structure, in 1985. An additional nine-story building and a 15-story tower were later added to the complex, for a total of 681,239 sf of Class A office property. All construction was completed in 1988 and the buildings underwent renovations from 1994 to 1996.

The complex sits on 15 acres of landscaped ground off of I-270. Retail stores, restaurants and an outdoor recreation area also complement the business park. Senior vice president of marketing at Boston Properties Jonathan Kaylor says "this lease transaction reaffirms the desirability of this prestigious office campus and Boston Properties' strong presence in the metro Washington area." The company owns nearly 10 million sf of office space in the Metropolitan Washington, D.C. area.

A Boston Properties' leasing agent represents the REIT in the deal and Grubb & Ellis represents Host Marriott. With Host Marriott's move-in, Democracy Center is 95% leased. Other major tenants include Lockheed Martin Corporation, American PCS, LP, and U.S. Enrichment Corporation.
