Joining the Biggers as plaintiffs are the Home Builders Association of Kitsap County, Andy Mueller, a developer, Craig and Sandy Powell of Kingston and other waterfront homeowners.
According to the lawsuit, the Biggers wanted to build a dock and a bulkhead on their property, but the City Council's Oct. 22 decision to impose the construction moratorium interfered with those plans. The moratorium was viewed as a means to help save endangered salmon.
The lawsuit seeks to nullify the moratorium.
