The city has completed infrastructure improvements, including paving of two lanes of Main Street. The project will include a cobble stoned "creek walk" near the city's Wave Water Park.
The creek will cost nearly $20 million and form the centerpiece of the downtown renewal project. It will recirculate reclaimed irrigation water.
The City Council is expected to sign off on the infrastructure improvement at its regular meeting today. Construction crews finished the work earlier this month.
The city will now turn its attention to securing construction financing, which they hope to do by the end of December. The project is being developed by Civic Partners, which has signed Krikorian Theaters as the lone anchor tenant so far.
Several restaurants, including Chili's Grill, La Salsa and Panda Express, and a Staples office store have signed letters of intent to open at Vista Village, city officials said.
