City Mulls Parking Ramp Next To Art Center

MINNEAPOLIS-At issue is how broad of a public purpose a new 700-stall, $22.6-million underground ramp would serve. Proponents argue its use would extend beyond art center patrons to the surrounding neighborhood.

MINNEAPOLIS-City officials are mulling plans to build and operate a $22.6 million, 700-stall underground parking garage next to an expanded Walker Art Center. Under the financing plan, the city would issue $23.2 million in general obligation parking assessment bonds, which would be paid back over a 25-year period by parking revenues.

The parking garage would go up in anticipation of Walker’s 110,000-sf, $90-million expansion plan, including a restaurant and 350-seat auditorium. The arts organization is funding the expansion without public aid largely through a fund drive.

While some city officials questioning whether the public should finance a facility that would primarily serve Walker visitors, others say it will address parking problems in the Lowry Hill neighborhood, makemoney for the city, and benefit the adjacent Guthrie Theater until it moves to a new facility on the Mississippi River in 2005.
