Although the owners have not said the Twins would be eliminated, they are a top candidate because of unsuccessful efforts by team owner to get public support for a new stadium.The 18-member panel is made up of legislators, citizens and administration officials.

Among the proposals:

* A $350-million St. Paul plan, proposed by Mayor Norm Coleman and Mayor-elect and current state Sen. Randy Kelly. It combines private money and sales tax revenues, mostly on city bars and hotels.

* A $300-million to $315-million, 38,000-seat, open-air (with an option for a roof) stadium across the way from Target Center, about two-thirds of it financed by the Twins or other private sources, including state income taxes generated by Twinsemployees. The plans were presented by 1st Ward city council member Paul Ostrow and Minneapolis Mayor-elect R.T. Rybak.

* State Sen. Dick Day, R-Owatonna, has dusted off plans for building a state-run casino, the proceeds of which would finance a stadium.

Meanwhile, US Sen. Mark Dayton has proposed building a new stadium largely through a tax on tickets, which was the method used to build the Metrodome. He would like to see a state poll to see if voters would support such a plan.

Meanwhile, Minnesota Attorney General Mike Hatch has asked the Minnesota Supreme Court not to grant expedited review of an injunction issued by a Hennepin County judge that requires the Twins to fulfill their lease obligations and play the 2002 season in the Metrodome.
