A planned upscale 38-room hotel on Ocean Boulevard and Felspar Street north of Crystal Pier has some in the neighborhood concerned about traffic and noise. Others are worried about a 250-room hotel proposed on Ocean Boulevard south of the Crystal Pier and near The Promenade mall at Mission Boulevard and Pacific Beach Drive.

Brett Miller plans to develop Tower 23, a $6 million, three-story hotel occupying 23,000 sf of space. The project would include an 8,000-sf restaurant and bar. Miller hopes to begin construction next September and to finish within a year.

Michael Katz, president of Beachfront Properties, whose company owns The Promenade, hopes to tear down some aging beachfront apartments to build a $35 million hotel.

A third developer, unnamed by the city, is also looking to build a hotel along Ocean Boulevard.
