The commission's vote came over the objections of its own staff, which argued most people wouldn't be able to afford to stay at the hotel. But Convention Center officials countered that the city is losing millions because conventions are opting to move elsewhere because there are fewaccommodations.

The Spinnaker hotel, also known as Fifth Avenue Landing, would be adjacent to the original Convention Center. The shipyards property is just south of the Convention Center expansion.

The commission, however, rejected an 8,000-sf restaurant at the end of a pier next to the Campbell Hotel.

Four teams are vying for the right to develop the Campbell property.
