Julie Mitchell will prepare subcontractor contracts, issue change orders, track submittals, maintain project files and close out completed project as part of her duties at the San Diego-based construction firm. She initially joined Keeton in 1998 as a receptionist. She returned to the company to take the new position after a stint as office manager for Lake Havasu-based 7 Star Construction.

Meanwhile, Steve Lower has joined the construction firm as superintendent, according to company President Bruce G. Keeton. Lower will oversee the daily operation of projects, communicating with the project manager, client, construction manager and subcontractors.

Most recently, he served on the project team for Keeton's $25 million, 410,000-sf build-to-suit facility for The Scott Company in Temecula. It's the largest industrial project of the past decade in southwestern Riverside County.

He brings more than 38 years of construction industry experience to Keeton.
