The property is the 237-acre Chemawa Activity Center immediately north of Salem, OR near Interstate 5. Initial rezoning plans would allow up to 350,000 sf of retail space, or more than the Woodburn Company Stores outlet mall further north on I-5. The would-be developer is Northwest National.

Keizer officials are looking for ways to increase the city's tax revenue, its shopping options and obtain amenities such as an aquatics center and a library. Salem city officials, including Mayor Mike Swaim, are concerned the development will draw business away from existing retail areas. Swain says he would prefer to slow things down and see only one-third of the property developed in the near future.
