Castro is a principal at Endeco International of New York. He says the deadline is an internal company matter that he could not discuss.

He did say that he has the money to build the 2.6-million-sf, 40-story towers that will include office and retail space as well as condominiums, a hotel, restaurants and possibly a movie theater.

The development would go up south of the Top of Troy building, south of Big Beaver Road and west of I-75.

Castro will be in Troy in the next two weeks to set up meetings with city officials to obtain variances for the project, Sloan says. Castro adds if given the go-ahead by the city, he can buy the 16-acre property by March.

Sloan blames the city for the project's stagnation. He says the city has flip-flopped on its plans, and has asked Castro to hold off on an official proposal until it decides whether to build a performing arts center on adjacent public property, and possibly pass wetland legislation.

Sloan says Castro would include the performing arts center in his project if the city doesn't. Also, Sloan adds, the land may include some natural features that could be saved.

Castro says he's also had talks with Kojaian Cos. of Bloomfield Hills to buy the 26-story Top of Troy building, currently the tallest office building in Troy. Kojaian has indicated it is not interested in selling the building, which would be torn down in Castro's plan.

"The seller is not very encouraged, but it's a big world. We'll find a way," Castro says.

Adding the Top of Troy property would bring the project size to 40 acres.

"It's an older building, with creaky elevators and small floor plans," Sloan says. "Castro would probably double what Kojaian paid for the property."

Tom Christenson, president and owner of Commercial Realty Ltd., based in Troy, is representing the seven sellers of the property near Top of Troy, including Sloan. He says he has not seen any money yet.

"We're all in agreement to sell, but until the guy comes in with a check in hand, it's a stagnated deal.
