In January 2001, the Port entered into a consent decree that settled a citizen claim regarding the dredge fills along the Leadbetter Peninsula, near the Columbia Slough, in Rivergate. Since then, approximately 360,000 cubic yards of sand fill has been removed from the area.

The Port of Portland Commission on Wednesday voted to hire Rain Country Construction Inc., of Eagle Creek, Ore., to remove an additional 260,000 cubic yards of sand fill from the area. The firm will also perform adjacent wetlands excavation work, re-vegetate existing wildlife habitat areas and, after permits are granted, build a new segment of the city's "40-mile loop trail."

The new work Rain Country will perform will take place primarily in five areas: under the Lombard Street bridge; along the Columbia Slough; in the Ramsey Lake mitigation area; along the rail bridge culvert; and along the eastern edge of the developed portion of South Rivergate (to extend said 40-mile loop trail).

Following sand removal, Rain Country will excavate a series of shallow swales adjacent to Ramsey Lake to provide a more diverse environment for the wetlands being created there, reports the port. Various native trees and shrubs will also be planted in these areas and a vegetative buffer will be established along the northwestern and western areas of the lake.

The culvert currently located on the south bank of the Columbia Slough, upstream from the rail bridge, will also be removed along with associated fill. Finally, the 40-mile loop trail will be extended about 7,000 linear feet from along North Marine Drive to the south end of the Port's Rivergate property, across from the old St. Johns landfill.

All fill removal work is expected to be complete this summer. The balance of the project, including creation of new wetlands, is expected to be finished sometime in late 2003, but will require five years of monitoring to maintain habitat improvements and ensure they become established.
