The recommendation will be forwarded to Gov. Jesse Ventura and the 2002 Legislature.

The task force was firm in declaring the Twins, Vikings and Gophers need new places to play. The Metropolitan Sports Facilities Commission has insisted the Metrodome could be fixed for the Vikings and Gophers. But those teams, especially the Vikings, want no part of that plan.

The stadiums should be built with as much private financing as possible, but some public financing may be necessary, says the task force appointed three months ago by Ventura and the Legislature.

But given the state is facing an estimated $2 billion revenue shortfall, even limited public funding could be difficult to get passed by the legislators and approved by the governor.

While Ventura generally has spoken against new publicly assisted stadiums, he joined Twins supporters after the team was threatened with elimination last fall. A top aide of his and five other of his appointees on the task force all voted for two new stadiums.

But it's likely that to stand a chance of getting approval, any stadium plan will involve a loan to be repaid, not a subsidy. The task force has identified revenue sources that would be considered user fees, such as an extra sales tax on professional sports memorabilia, an additional sales tax on food sold at any new stadium and redirection of the income tax paid by visiting players to stadium financing. An additional 2% tax on cars rented at Minneapolis-St. Paul International Airport, also was suggested by the task force.

Revenue from gambling, a controversial subject at the meeting, also could be considered, the task force says.
