The initiative would decree that 544 acres that the city owns at Oceanside Boulevard and El Camino Real be declared public parkland. The public is slated to vote on the measure in April.
A majority of the City Council majority wants to provide most of the property to Manchester for a 200-room hotel and a championship golf course at El Corazon. Manchester is also planning a $120 million beachfront hotel complex.
City economic development officials say that developer Douglas Manchester may ditch the beachfront resort if he can't also develop the El Corazon property a few miles east. More than 17,000 signatures were obtained on petitions to put the initiative to a special election.At a meeting of the city Economic Development Commission yesterday, the commission learned that Catellus Development Co. will move forward in six months with plans for 150 residential units and retail uses on property it owns downtown.
Two companies, Hammond Construction of San Diego and Carltas, the development arm of the Paul Ecke Ranch, have bought lots in the new Ocean Ranch Corporate Centre, near Rancho Del Oro.
