The city, which hoped to sign the agreement before March 1, has now decided to take a "time out" before signing a deal with Manchester Resorts to see what the state Coastal Commission decides on the project when it considers the plan in April. The city is also hoping to see whether two November ballot measure will have an effect on the project.

Manchester Resorts wants to build a 400-room luxury hotel complex at the beach and a smaller resort hotel and championship golf course on city-owned property known as El Corazon three miles inland.

The council is scheduled to vote on the delay in a public meeting at 6 p.m. Wednesday at City Hall after discussing it in a closed session. The city will also consider whether to release an environmental impact report, originally due Jan. 15, on the proposed El Corazon project.

Both El Corazon and the beachfront project are included in Manchester's exclusive negotiating agreement with the city and in the formal development agreement that Manchester has signed and the council still has yet to sign.
