The 1.2 million sf project, which is to be built over the course of 18 years, would include three office buildings, retails shops, condominiums and a hotel. The city is to exchange two city-owned parking lots for 800 replacement parking spaces during four phases of development. The developer, currently Cosmos Development & Administration Corp., is to provide several hundred new parking spaces. The first phase of development was due to wrap in 2005.

The delay comes on the heels of doubt about the way the developer was selected and how the project ultimately will affect Downtown businesses. The council is now seeking more public input on the project.
