Several community meetings were held during a two-year period to determine the needs of the city.
The idea of the plan is to link growth and transportation.
High growth areas include the former Stapleton International Airport, which Forest City is turning into a $4-billion mixed-use development, the largest infill project in the country. Other high-growth areas include Gateway, near Denver International Airport.
Older neighborhoods, such as Park Hill and Washington Park, are known as ''areas of stability.'' These stable, established neighborhoods will not be targeted for large developments.
