Richard McCarthy, the town planner, tells GlobeSt.com that the developer, The Gatehouse Group Inc., has a purchase agreement for the 20.2-acre site with Frank A. Rozenas, executor of the estate of Adolf F. Rozenas. The developer had applied for a comprehensive permit for the project because 60% of the project will be affordable. The comprehensive permit allows a developer to bypass local zoning laws if there is at least a 24% affordable housing component in the project and the town has not reached its 10% affordable housing requirement.
This project pushes Raynham over its 10% requirement, according to McCarthy, which makes it interesting for other developers who had applied for comprehensive permits to develop projects here. According to McCarthy, as of September 1, new regulations went into effect that allow a project's units to be counted towards a town's 10% requirement once the permit is approved—as opposed to having to wait till the developer obtains a building permit. There were two other projects that applied for comprehensive permits before September first and, notes McCarthy, "the jury is out on whether or not it would be upheld by the state if the board denied them their permits."
This project still needs to get its construction financing approved by the Massachusetts Housing Finance Agency and the town's conservation commission needs to approve the project because it is being developed on land that is located within a buffer zone of wetlands.
