The housing project, which is located in San Francisco's Western Addition, was demolished about six years, after conditions were deemed unlivable. Previous residents of the community complained of rodents and decay.

Plaza East was first built at Buchanan and Eddy Streets in 1953. The 276-unit project was abused throughout the years, with a high turnover in tenants and a drug problem in the area.

The housing complex was redeveloped as part of a federal program, Housing Opportunities for People Everywhere, which is reconstructing several Housing Authority complexes in the city.The new complex has 193 units, which the city expects will be fully occupied by April. In the open market, these units could rent for thousands of dollars but the low-income tenants will pay anywhere from $200 to $400 per month.
