The public will get a chance to tour the site west of Interstate 15 in the Quail Hills area on March 21, according to the California Energy Commission. The tour will be followed by a hearing.

The hearing will give the public, government officials and others a chance to learn about the project and to discuss any necessary changes or alternatives before construction begins.

The plant to be developed by Sempra, to be called Palomar Energy, would be the second-largest electrical generating facility in northern San Diego County.

Sempra, which applied to build and operate the plant Nov. 28, will run buses to the site at 4:30 p.m. on March 21. The meeting will follow at 4:30 p.m. at the California Center for the Arts, Escondido.
