In 2001, Michigan had the most projects with 1,419, more than California, Illinois and New York. However, under the new system, Illinois won the cup.

The magazine changed the criteria from counting the total number of new or expanding business facilities to a weighted system using 10 criteria, including items such as a three-year growth average of new investment.

The MEDC says the new system is designed to recognize states that finally are seeing some signs of new investment. Overall, Michigan was in the top five for five of the 10 criteria used in this year's award.

In the metro rankings, Detroit and Grand Rapids/Muskegon/Holland metros also were in the top 10. The Detroit metro area was ranked No. 2 with 678 new and expanded facilities.
