Lucy has more than 20 years of diverse federal regulatory, business and litigation practice. He also offers expertise in intellectual property, litigation and commercial law.

Before joining Holland & Hart, Lucy was an Air Force judge advocate. He retired with the rank of colonel in 2001.

He had been assigned as the general counsel at several major Air Force units, including the US Air Force Academy in Colorado Springs, the ballistic missile headquarter for the Air Force Space Command and the field operations directorate of the Air Force.

Lucy served as the legal advisor for a $40-million utility privatization/modernization effort. He also provided legal counsel to an 800-member faculty research and development program.

He also was involved with the privatization of the flight training facility at the Air Force Academy and environmental impact compliance and construction of a new Air Force legal training facility and dormitory.

In addition, he at one time was responsible for the administration of all Air Force criminal defense services in Europe and the administration of the Air Force's pro-government recovery claims program.
