The subcommittee voted to hold the money in escrow, and take the matter to arbitration.
A few authority officials, each assigned as a representative of the 12 cities involved in the garbage authority, don't want to build the course.
Rochester Hills was threatening to sue the authority to push the course construction through. The city claims the authority agreed, though vaguely, to build the course as part of a 1994 consent agreement.
The property at School and Park roads is a former landfill. The authority sold nearby land to a developer for condominiums. Both the developer and the residents are expecting the course to be built.
