All of the proposals had to include a new city hall, branch library, public plaza and mixed-use development. The cost of the proposals range form $30.7 million to $36.4 million, with Gerding/Edlen's being at the low end and Specht's being at the high end. Trammell Crow's proposal came in at $31.2 million. In addition to the lead developers, each of the three teams also includes an architect, a construction company and a financier.

Gerding/Edlen Development's team includes Portland-based Fletcher Farr Ayotte, Portland-based Hoffman Construction and Bank of America. Specht Development's team includes LRS Architects of Portland, Baugh Construction of Seattle and Bank of America. Trammell Crow Co.'s team includes Group Mackenzie of Portland (with assistance from LMN Architects of Seattle), Howard S. Wright Construction of Seattle and in-house financing.

Trammell Crow proposes to spend $13.5 million on City Hall, $7.7 million on parking, $5.7 million on a library and $1.5 million on a public plaza. This is the proposal with the most housing (400 units) and the most parking.Under Gerding/Edlen's plan, $17.6 million would be spent on City Hall, $4.9 million on a public plaza, $4.7 million on a new library, $3.1 million on parking and $441,000 on a new emergency operations center. This is the project with the least housing and the least parking.
