Cities in California and Texas, as well as New York City, all would appear to be favorites, experts say. California has the most amount of voters, and New York City is a favorite in the wake of the terrorist attacks of Sept. 11. Of course, Texas is President George W. Bush's home state.

However, the bidding may be a race not worth winning, the experts caution. Although the GOP convention would be an economic plum, the city would face an extremely high cost of providing security, which could wipe out many of the gains, according to some observers.
