All of this is supposed to be built on 110 acres in south Dexter.

The problem is, says Village Manager Donna Eureste, is Bonar had five years to finish the project, and he was supposed to finish it last year. The village council recently extended his development rights for six months.

"We had to take formal action to end the agreement," Eureste tells GlobeSt.com. "We started the formal action, and he asked for the extension."

There are a number of reasons why the development hasn't been completed, some Bonar's fault and some that aren't, Eureste says.

"If you look at the development agreement, there are some things that should be done, mostly landscaping and aesthetic issues," she says. "We're holding him to some of those."

Site plans were supposed to be submitted for 11 phases of the project, Eureste says. He's finished five, including building 100 new homes and a 110,000-sf shopping center, she adds.

Site plan approval has been given for the condominiums, but Eureste says the outstanding issues must be resolved for any other plans to go through. The county drain office and the building department have been difficult for the developer to get through, Eureste explains.

"There's a number of entities that you have to go through to try to get a development like this through," she says.

Also, infrastructure that the village was waiting to install has just been funded for about $7 million, Eureste says.

The Blackhawk development was one of the first of a few projects to come through a few years ago, she notes. After these developments, the area will be pretty much at capacity for sewer and other infrastructure, she says.
