SEATTLE-Seattle-based Thomas Inc. received design and environmental approvals for a six-story, 134-unit residential-over-retail development on the former Fratelli’s dairy property at 19th Avenue East and East Madison Street. The 180,000-sf structure is slated to have 20,000 sf of ground-floor commercial space and parking (partially underground) for 187 vehicle.

Assuming no appeals, developer Val Thomas will have his Master Use Permit in a couple of weeks, at which time he can begin seeking demolition and building permits for the 38,000-sf site at 1818 East Madison. Thomas representative Joe Borden was not immediately available for comment Friday on financing for the project, which the city values at$16 million.
