LONDON-Westminster City Council has welcomed proposals by Chelsfield to reduce the height of the Grand Union Building, which will form phase III of its Paddington Basin development. An earlier application was rejected on the basis that the tower would have spoiled views northwards from Hyde Park, and architect Richard Rogers Partnership was sent back to the drawing board.

The height of the original tower has been reduced from 181 metres (588ft) to 120 metres (390 ft), and the council’s Major Planning Applications Committee has agreed the new proposals in principle. The committee agreed that the cluster of buildings which rises in steps to 30 storeys and incorporates office, residential and retail use, was an innovative interpretation of the council’s previous recommendations. Chelsfield has also been asked to reinstate the public viewing platform ‘The Paddington Eye’, and to increase the percentage of affordable housing in the scheme to 25%
