The institute provides economic development technical assistance and training programs for business and communities throughout South Texas. It has 10 centers. It currently operates at KellyUSA, the former Kelly Air Force Base in South San Antonio.

Ford Powell & Carson Architects & Planners Inc. of San Antonio designed the facility and Swinerton Builders of San Antonio is the general contractor. Construction is expected to take a year to 14 months.

The university marked the start of construction with a ground-breaking attended by David Sampson, assistant secretary of commerce for economic development; Ricardo Romo, UTSA president; US Rep. Charles Gonzalez; and Robert McKinley, director of the institute. The Economic Development Administration has provided $1.75 million for the institute project.
