NEW YORK CITY-During a Lower Manhattan Development panel Wednesday night, Philip E. Aarons, principal and founding partner of Millennium Partners, chided the inaction of the panel as the weeks after the Sept. 11 attacks stretch into months. “There is no indication that the implementation has made any progress,” he said. “No one on this panel is in a controlling position, or has given any concrete plans for this federally-controlled program.”

But at least part of the problem could be funding. Carl Weisbrod, president of the Alliance for Downtown New York and recently-named member to the Lower Manhattan Development Corp., admitted that the $20 billion in federal funding for the recovery effort was not enough to complete even plans that have garnered a general consensus among planners.

“We will require more money to implement even what we here have agreed upon,” Weisbrod said.
