DETROIT-Mayor Kwame Kilpatrick says in his 2002-2003 budget presentation that a deal with the three local casinos, which halted a $2-billion move to the riverfront, helped save the city from cutting a huge amount of city services. The city will receive $102 million from the casinos over the next two years from the deal.

The casinos, including Greektown, MGM Grand and MotorCity, were supposed to move to a site along the Detroit River.

However, the city could not acquire enough land for the project, and Kilpatrick worked out a deal that would let the casinos build their permanent buildings at their current sites.
