The decision basically comes down to this-- Should the city spend $343 million on a new City Hall or find a cheaper solution and use the extra money to improve community conditions and services?

If the city approves the City Hall plan, the project will most likely be built on Santa Clara Street in downtown San Jose. The alternative sites that were selected include a downtown office building, three vacant lots and the current City Hall site.

The proposals will determine whether the sites can meet the city's requirements and possibly save money. The property owners must be willing to sell the sites, which should have a minimum of five acres of space and be able to have a City Hall constructed by 2005.

The property owners have until April 26 to submit their proposals and the council will review them in May.
