The project's second phase, which is being built by Wermers Multi-Family Corp., will consist of four buildings containing 367 units, as well as a five-level parking structure. Completion is slated for early 2003.

The project's $38-million Phase I has already been completed, as construction wrapped up in March. This first phase, which includes a five-level parking structure, clubhouse and five buildings that house a total of 426 units, was 55% to 60% shortly after completion.

At build-out, City Lights will contain 793 units. Design plans call for apartments that range in size from a 598-sf one-bedroom, one-bathroom unit to a 1,500-sf two-bedroom, two-bathroom and den unit. Aside from the clubhouse, other amenities include a theater, business center, conference room, fitness center, aerobics room and massage room.
