Under the terms pf the PPP (Public Private Partnership) contract, Annes Gate Property will construct the new headquarters for the Home office and HM Prison Service at 2 Marsham Street, and they will then occupy it for 29 years on a full-service contract including the provision of facility management and business support services.

The new Home Office and HM Prison Service headquarters building has been designed by Sir Terry Farrell. The existing building has been regarded as an eyesore for many years, and its three towers are know as the three ugly sisters of Westminster. Demolition will begin as soon as possible. The new headquarters building will occupy two-thirds of the site, with the remainder being a mixed office, residential and commercial development. Completion of the entire development is expected in Spring 2005.
