Philip J. Niddrie, the city's development officer, tells GlobeSt.com that the designation was created to allow the city to be able to negotiate with potential developers during the request for proposal process. Without this designation, state law prevents the city from being able to negotiate with developers in that process. "This way we can put out a request for developers and then we can negotiate with them as opposed to being locked into the RFP requirements," notes Niddrie.
The RFP for the site will be out in a few weeks. Niddrie says that the city is hoping to see some light manufacturing or a distribution facility on the site. "We want to see someone put up a building and create some jobs," he says.
