Under the agreement, the U.S. Army will transfer the land to California State University at Monterey Bay, the University of California Monterey Bay Education Center, the Fort Ord Reuse Authority, Monterey Salinas Transit and the American Youth Hostel.

Under federal law, federal lands can be transferred early if the governor agrees with the findings of the U.S. Environmental Protection Agency that the early transfer will not pose a risk to human health or the environment.
Davis expects the Fort Ord Reuse Authority to either refurbish or demolish the existing houses on the property. Affordable housing is his number one goal for the property. The largest portion of land, totaling more than 400 acres, will go to the Fort Ord Reuse Authority, or FORA. The land also includes 1,206 housing units.
Programs of both the University of California and California State University will benefit as well, with 73.4 acres going to UC's Monterey Bay Education Science and Technology Center and 243.3 acres and 108 buildings going to CSU Monterey Bay. The CSU land also includes a parcel on which an old Army stadium now stands and the university plans to use the land for a new campus welcome center.
In addition, three buildings on 14.8 acres will be used by Monterey Salinas Transit and four buildings on 4.7 acres will be used by the American Youth Hostel.
According to the governor's office, the Army will continue to have responsibility for monitoring, investigation, cleanup and the state's regulatory oversight costs for the groundwater cleanup under the terms of the agreement.
