The company is relocating from Cabotville Industrial park. The new location is across from Westover Metropolitan Airport on Padgette Street. A released statement about the deal emphasizes that the WMDC helped ensure that this company would stay in Chicopee, a move that the city Mayor Richard J. Kos saw as important for the growth of the area. Jeffrey G. Shinners, president of Pioneer Packaging Inc., notes, "The park's proximity to the Mass Pike and other major thoroughfares allowed us to retain our valued staff, position us for more growth, and keep our business in the city in which we have been based since 1948."

Pioneer Packaging Inc. will bring 55 full-time employees into Airpark West, and expects to hire 18 more full-time employees over the next several years. The project financing includes an industrial revenue bond sold by Mass Development and financing by West Springfield-based Westbank Corp.
