The bid went to a joint venture between Nibbi Brothers of San Francisco and the out-of-state Dick Corp., of Pittsburgh, according to U.S. General Services Administration regional chief Peter Stamison.

"Our goal is to create a public building for the 21st Century,'' Stamison said. He said the new 18-story tower, with a companion low-rise structure beside it, will go up at Seventh and Mission streets not far from the city's Government Center.

The land was donated by the city. With a groundbreaking scheduled for this summer, the building is set to be completed in 2005. Among other environmentally friendly features, its design includes maximal use of natural ventilation and daylight to save energy.
