The council is scheduled to vote on the proposed 373-unit project by developer Barry Swenson tonight. The Taylor Towers project would be built in four phases along North First and Taylor streets with buildings ranging in height between eight and 14 stories.

Councilwoman Cindy Chavez's district includes the proposed project site near the current Civic Center as well as downtown San Jose, the likely site of future high-rise housing projects. Because this would be San Jose's first high-rise apartment building, it is crucial that Swenson build a high quality development that is sensitive to neighbors' concerns, Chavez said.

"They have to knock it out of the park,'' Chavez said."This idea, high-density housing, will depend on the first few projects being excellent, not just good, but excellent.''

Taylor Towers would be built in four phases with the first phase, including 76 market-rate apartments in an eight-story building, scheduled for groundbreaking at the beginning of 2003 and completion by the end of that year.

Future phases would include a 10-story building and two 14-story buildings with 297 additional housing units and as 6,000 square feet of commercial or retail space along North First Street over a five- to seven-year period.
