At the meeting, several city council members expressed concern over the lack of affordable housing in the city and their dedication to achieving the affordable housing aspect of the city's General Plan. The General Plan aims to address community growth and development, but the city has been criticized by residents for doing little to implement required housing policies.

The Orinda Unified School District owns 11 of Pine Grove's 14 acres, and wants to develop the property to provide a long-term revenue stream for the school district. The city owns the remaining three acres, which is baseball fields. OUSD and the city are working together to develop a plan that will maximize the value of the property. The majority of the site is currently leased to JFK University. The rest of the site includes a maintenance yard and offices for the city and school district staff.

Conversion Management Associates recommended that the land, which has not been zoned yet, be used for apartments, town homes or office buildings. City officials and community members have suggested that the land be used to develop affordable housing. No decision was reached at the conclusion of the meeting, but the city will look into affordable housing plans for the area.
