The document will assist the Columbia River Economic Development Council in setting its priorities. A 30-member task force developed the plan over the past five months.

The plan is in support of the following initiatives:

--Reducing the amount of time to obtain development permits to 60 days for companies that will bring "significant primary job creation." The time for all other projects would be reduced to 90 days;

--The development of a research and development park near WSU Vancouver to support technology-based businesses, and concurrent support for the creation of a technical institute at WSU Vancouver offering four-year undergraduate and advanced degrees that would support high-tech industries in the county;

--Designating and creating an area to be called the Discovery Corridor for attracting high-tech industries. The area would span Interstate 5 between Salmon Creek/WSU Vancouver in the south and the La Center Junction to the north;

--Extending the regional light rail system to the county as proposed by the Portland/Vancouver I-5 Transportation and Trade Partnership; and

--Building the proposed special-events center in downtown Vancouver.
