The City Council could add the proposal as an ordinance at its next meeting but this is an unlikely move, as the public has a strong opinion on the proposal. Instead, the city is expected to certify it for the ballot.
The idea behind the proposal is to limit further industrial development in the Port of Sacramento area in order to pave the way for more residential, commercial and retail development in south Sacramento, bringing in new businesses to the area.
The proposal's supporters say that it is a "premier city initiative." Its opponents say it will "kill the port." Still, the city is confident that it has the support of Sacramento residents. West Sacramento Quality Urbanization and Development, a group that made headlines when it rallied to stop the development of a large concrete manufacturing plant earlier this year, has submitted more than 3,300 signatures of West Sacramento voters, triple the number needed to qualify the proposal for the ballot.
However, it is likely that the port will oppose the measure, although they have not taken a stand yet. An industrial ban on the area could limit further expansion of the port.
